Birch Bay Lynden road & SR 539 Guide Meridian reconstruction and overlay – Design and Project Management while working for R & E Engineering. Road reconstruction of Birch Bay Lynden road from Duffner road to the Guide. Road reconstruction and widening of Guide Meridian from Fish Trap Creek to Front Street. Overlay from Front Street to Badger road. Construction cost approx. $2 million.

Duties and responsibilities of the project manager of this project were:

Engineer of record
Prepare the plans and specifications (bid and contract documents)
Attend weekly meetings with WSDOT, City and contractor’s representatives
Prepare design change orders during the project
Assist on right of way acquisition during the project that resulted in additional frontage improvements (the property owners traded ROW for improvements- this process usually a lengthy process but it was performed during construction)
The project had state and federal funding and the bid documents had to reflect the required regulations and procedures.

Bid documents were based on the WSDOT state specifications applicable at the time
